Rosmara Development Group submits plans to build multi-million pound Liverpool scheme comprising 160 apartments and rising to 10 storeys. Tony McDonough reports

A proposed new residential scheme on the northern edge of Liverpool city centre will see the construction of a 10-storey block comprising 160 apartments.
Rosmara Development Group has submitted a planning application to Liverpool City Council for the project in the Pumpfields development area just north of the city centre. Fronting onto commercial road it will also span Oriel Street and Paul Street.
This is a re-submission of a previous scheme on the site and will also include ground floor commercial space taking total development to 144,000 sq ft.
Scheme architect Martin Haymes, of Falconer Chester Hall, said: “The building has a modern aesthetic, but we’ve respected the local material palette through a robust brick façade.
“It occupies a whole block and so the use of bay windows reinforces its presence and will help it stand out in an area that is growing rapidly.
“The commercial uses ensure an active frontage at street level, while the roof terrace offers residents a pleasing open space with views across the cityscape.
“We’ve incorporated raised metal planters, integrated benches and timber pergolas to make it feel very much like a garden.”
This scheme is composed of two studios, 19 one-bed, 130 two-bed and seven three-bed apartments, plus six two-bed townhouses and two three-bed townhouses. The townhouses are located at street level along Oriel and Paul streets.

Ground floor commercial uses include co-working space, a gymnasium and a coffee shop. Subject to planning, work is expected to start on site in early 2026, with a 24-month build programme.
John McNamara, Rosmara’s managing director, added: “There remains both a need and a market demand for well-located homes of this quality and we will push forward at pace, should planning consent be secured.

Alongside Falconer Chester Hall, the scheme’s professional team also includes Greyside Planning, Orion Fire Engineering, Prime Transport Planning, Element Sustainability, DPR, Urban Green and ADC Acoustics.
