Birmingham-based HR consultancy Clover HR is expanding to open its first office in Liverpool. Tony McDonough reports
UK-wide provider of HR services, Clover HR, is opening its first office in Liverpool.
Birmingham-based Clover already has bases in Manchester, London, Worcester and Cardiff. Now as part of its strategic growth plans for 2025 the business is setting up shop at Basecamp Liverpool in Jamaica Street in the city’s Baltic Triangle district.
Clover says this expansion is in response to increasing demand for tailored support in the region. Its Liverpool team will provide a range of services, including consultancy, recruitment, employee engagement, training, and bespoke services.
Michael Doolin, chief executive of Clover HR, said: “The decision to expand into Liverpool marks an exciting milestone in our journey.
“We’re seeing an increasing need for HR services that are adaptable to the specific challenges businesses face and we see Bristol as a key location to offer our trusted knowledge and sound advice.
“At Clover, we believe that people are at the heart of every successful business and our expansion here will allow us to support more businesses in developing their people strategies.
“Liverpool has long been recognised as a city for innovation and entrepreneurship, with a growing number of small and medium-sized organisations emerging across so many brilliant sectors.
“However, many face challenges in managing their HR functions effectively, particularly in navigating complex employee relations, compliance, and talent development.”

Basecamp Liverpool is a flexible office provider and is already home to multiple businesses including architects, software developers, graphic designers, digital marketers, IT experts and videographers.
Clover is the latest national business to set up its first office in Liverpool. In November, a £93m-turnover construction opened its first office in the city.
Warwickshire-based Stepnell has established a team in the Royal Albert Dock on the city’s waterfront. It says this latest investment will allow it to better service North West clients in the education, healthcare, and commercial sectors.
